EXECUTIVE DIRECTOR
The Siskiyou Opportunity Center is seeking a new Executive Director to replace its current
director, who is retiring after 10 years.
The Siskiyou Opportunity Center (SOC) is a small non-profit organization with an over 50-year
history serving the Intellectually and Developmentally Disabled (IDD) adult community in
Siskiyou and now Shasta County. The organization provides community integration training by
providing vocational training and employment opportunities in order to foster independence,
enhance self-esteem, and promote full participation in society, and also offers structured daily
activities in a safe and inclusive environment.
The Center is headquartered in Mt. Shasta, with branches in Yreka, Weed, and Redding. SOC
has over 60 full and part-time employees and serves about 120 clients. Total monthly payroll,
including about 50 working clients, is over $400,000 monthly. SOC has a fleet of 45 vehicles
and a total budget of around $6 million. Major funding comes from two sources: contract
services, staffing, recycling, and a materials recovery facility, and custodial service crews for
various public entities, including several roadside rest areas; and Lanterman Act funding through
the California Department of Developmental Services.
Mt. Shasta is a small town of 3700 in sparsely populated rural Siskiyou County and located on
Interstate 5, it serves as a gateway to world-class recreation opportunities. Mt. Shasta has
excellent schools, full-service hospital, and a wide range of businesses including exceptional
restaurant choices. Housing costs tend to be above average because of its attraction for tourists,
but it retains a “small-town” atmosphere, with friendly neighborhoods and breathtaking scenery.
The Executive Director implements the policy decisions of the board and administers all the
programs and services of the organization. The ED will represent the organization to the public
and build and sustain relations with the IDD community, service providers, funders, and the
relevant government agencies.
The ideal candidate will exhibit a unique combination of organizational leadership skills
along with compassion and support for a diverse IDD client base.
Significant direct experience working with developmentally disabled individuals is highly
desired, as well as a demonstrated understanding of the unique needs of the clients we serve.
Experience managing a complex organization (preferably in the non-profit sector) is necessary,
including supervising, budgeting, risk management, and personnel. The ability to bring business
skills to support the organization’s mission of service to clients is required.
The Executive Director will demonstrate strong communications skills – oral, written, and
electronic, and must be willing to listen to and understand input from clients, staff, and policy
makers with transparency where appropriate. They will demonstrate the ability to motivate,
dignify, and inspire both clients and staff, and will foster a collaborative and inclusive
environment throughout the organization. And they will be willing to be actively engaged in the
day-to-day activities of the Opportunity Center as much as possible, developing relationships
with staff and clients, maintaining morale, and supporting the culture of this unique organization.
Candidates must have lifelong learning and educational achievement appropriate to the
complexity of the position. A bachelor’s or higher degree in behavioral sciences, public
administration, or business/finance is highly desirable.
Compensation is negotiable based on experience with a range of $90,000 to $110,000. SOC also
provides an additional salary increment towards the procurement of health insurance. Other
benefits include: Dental/Vision and Life insurance, 403b Tax Sheltered Annuity plan matching
(up to 3% after 6 months of employment), paid holidays, sick and vacation accruals.

Executive Director

In this multi-level, multi-task position, the Executive Director (ED) is responsible for the management of services and supports provided by Y.E.S. The Arc for all members while ensuring his or her health, safety and well-being.  The ED is also responsible for the overall supervision of all employees through the implementation and enforcement of all Y.E.S. The Arc Policies and Procedures and Y.E.S. The Arc’s Employee Handbook as well as all other agency guidelines and rules.  In addition, the ED is responsible for ensuring that Y.E.S. The Arc remains in compliance with all contracts, insurance policies, and State and Federal laws and regulations. Above all, the Executive Director must be dedicated in every aspect of their position to Y.E.S. The Arc’s philosophy that all people are capable of growth and learning and that Y.E.S. The Arc exists to provide training and opportunities that will maximize growth towards the greatest independence possible for each member served.  The position reports directly to Y.E.S. The Arc’s Board of Directors.

  • DUTIES
  • Ensure the health, safety and well-being of all Y.E.S. The Arc’s members.
  • Demonstrate respect and promote choice for all of the members we support.
  • Act as an appropriate role model and support members in using appropriate language, dress, manners and respect.
  • Oversee all programs and services provided by Y.E.S. The Arc.  Develop, recommend and implement approved short-term and long-term plans of operation for the agency.
  • Provide the management, support and interaction necessary to meet the expectations of each member and their parents, family and/or guardian while staying within the boundaries set forth by Y.E.S. The Arc and other governing entities.
  • Take a proactive approach in the betterment and success of Y.E.S. The Arc as a provider and employer.  Continually search for new ideas and procedures that will increase the effectiveness of service provision to our members and the knowledge and skill levels of our employees.
  • Conduct monthly Board of Director’s meetings and special board meetings as necessary.
  • Develop and implement, with the Board of Directors approval, all Y.E.S. The Arc Policies and Procedures and the Employee Handbook.  Review the policies and procedures annually for relevance and continued compliance with contractual obligations and State and Federal laws and regulations.
  • Develop, analyze and modify employee positions within Y.E.S. The Arc to meet appropriate staffing requirements (ratios) and member needs.
  • Participate in the recruitment and hiring of Y.E.S. The Arc employees.
  • Ensure that all employees receive the proper training and coaching needed for them to be successful in carrying out the duties of their position in accordance with all Y.E.S. The Arc Policies and Procedures.
  • Enforce the strict adherence of all Y.E.S. The Arc Policies and Procedures, Employee Handbook, guidelines and rules.  Ensure the application of and approve appropriate disciplinary procedures for all infractions, up to and including terminations.
  • Keep an open door policy for the resolution of employee issues while verifying that the employee is adhering to the proper chain of command and agency policies and procedures.
  • Continually search for and secure additional funding sources through grant writing and other fund raising activities.
    Ensure the financial security of Y.E.S. The Arc through responsible fiscal policies and practices.
  • Oversee and participate in the preparation of Y.E.S. The Arc’s annual budget.  Monitor monthly and annual financial reports to ensure their accuracy and integrity.
  • Review and sign all payroll checks.
  • Obtain / Maintain and monitor all insurance policies including General Liability, Auto, Workmen’s Compensation, Health and Key Life.
  • Meet with and conduct admission case conferences with any prospective member and their parents, family and/or guardian.
  • Ensure proper communication between all agency programs and departments.
  • Through public relation efforts, promote and maintain a positive image of Y.E.S. The Arc as well as enlighten the local communities as to the attributes and abilities of the individuals that we serve / support.
  • Develop and maintain a good working relationship with DES/DDD and DES/RSA personnel to promote a positive environment in which to coordinate member services.
  • Negotiate contracts with local, State and Federal agencies. In conjunction with the Executive Assistant prepare all contract proposals.
  • Ensures agency compliance with all DES/DDD and other governing entities’ contractual and licensing requirements as well as local, State and Federal laws and regulations.
  • Must be present during all DES/DDD monitoring and attend the follow up reviews.  Develop and implement all corrective actions as outlined and required by DES/DDD and monitor the ongoing compliance of any system based issues.
  • Ensure that all of the necessary records, logs and other documentation as required by Y.E.S. The Arc and other governing entities are maintained.
  • Directly supervise the Executive Assistant, Residential Coordinator, Vocational Program Coordinator, Human Resource Coordinator, Program Administrative Assistant, Day Program Supervisor and oversee the supervision of all other employees.
  • Monitor and conduct random inspections of all Y.E.S. The Arc facilities to ensure clean and safe environments are maintained.
  • Monitor and conduct random inspections of all agency programs and departments.
  • Attend all mandatory meetings and required trainings.
  • Be available for urgent issues that may arise during regularly scheduled time off.  Arrange for coverage with the Executive Assistant for periods of requested time off and/or if expecting to be out of town and unable to be physically present within one hour, if necessary.
  • Perform other duties and complete all other projects as may be assigned by Y.E.S. The Arc’s Board of Directors.
  • REQUIREMENTS
  • Must have a Master’s Degree in Business Administration or in one of the Behavioral Sciences or a related field with five (5) years supervisory experience working directly with individuals with disabilities; or
  • Have a high school diploma or GED and a minimum of ten (10) years experience working directly with individuals with disabilities, with five (5) years supervisory experience.
  • Must have a professional and mature demeanor with excellent people and communication skills.  Possessing a high regard for confidentiality is of utmost importance.
  • Must possess exceptional time management and organizational skills, be detail orientated and able to multi-task.
    Be self-motivated, self-directed and able to work with minimal supervision.
  • Must be proficient in Word, Excel and Outlook.
  • Possess good typing and grammatical skills.
  • The ability to work flexible hours.
  • Must be at least 21 years of age or older.
  • Must be fingerprinted and able to obtain and maintain an Arizona Fingerprint Clearance Card.
  • Must possess a valid Arizona Drivers License.
  • Must possess and maintain a clean 39-month driving record (no major traffic violations and not more than two minor traffic violations).
  • Must be able to pass drug and alcohol testing.
  • Must be able to lift, push, pull and carry 35 lbs; stand and sit for extended periods; bend at the waist and knees; kneel for extended periods.
  • Must possess the ability to exercise restraint and self-control in potentially volatile situations, including, but not limited to, being confronted verbally and/or physically in a threatening or aggressive manner by the individuals receiving support.  This also includes the ability to deal with and redirect aggressive behavior.

  • Standard Office Hours:  Monday thru Friday, 8:00 am – 5:00 pm with a one-hour lunch.
  • Flexible Hours:  As needed to meet requirement of job duties.

  • $58,000.00 – $75,000.00 yearly DOE
